Microsoft’s recent efforts to modernise Windows 11 have highlighted a gradual departure from decades-old interface code, driven by a careful balance of stability and technological progress. A move towards complete rewrites signals a potential shift in the company’s long-standing legacy approach, with 2026 possibly marking a significant phase in Windows cleanup.
Microsoft’s latest effort to tidy Windows 11 has revived an old explanation for why the operating system still carries so much legacy interface code. More than two decades ago, Raymond Chen wrote on Microsoft’s Old New Thing blog that the company often kept older behaviour available while users adjusted to a redesign, rather than forcing an immediate switch. That approach helped Windows 3.1 move people from the older Alt+Tab style to “fast task switching”, with a Control Panel option to revert if needed.
The logic was practical as much as technical. Microsoft understood that interface changes could be expensive for large companies, which would otherwise have to retrain staff and update workflows. In that earlier era, the old version could be retired once the new one proved stable and users had adapted. That is a very different position from the one Windows 11 is in now, where old panels often remain because their replacements are still incomplete or too risky to remove.
That tension is visible in parts of Windows that still rely on decades-old foundations. Microsoft has been moving pieces of Control Panel into the Settings app for years, but March Rogers, a Microsoft design executive, said the company is proceeding cautiously because of the variety of network and printer hardware and drivers that must keep working. Windows Central reported that the same cautious approach also shapes other modernisation work, from the Autoplay menu and Print Management app to the Run dialog and Start menu, which are being rebuilt with WinUI to improve consistency and reduce resource use.
The newer rewrites suggest Microsoft is now willing to replace old components instead of merely masking them. Windows Latest reported in July that the File Explorer Properties dialog has been rebuilt in WinUI 3, while Windows Central said the redesigned Run box launches faster than the older version, with a median start-up time of 94 milliseconds versus 104 milliseconds. That matters because it shows the case for modernisation is not only visual; in some places, a full rewrite also improves responsiveness.
Even so, the wider record remains uneven. Windows Latest has pointed to a broader pattern in which Microsoft has repeatedly moved from one UI framework to another without fully finishing the last one, helping explain why web-based wrappers such as WebView2 have become common in Windows apps. The company has also acknowledged that the next phase of Windows work has to prioritise fundamentals, performance and bug fixing before more surface-level changes can land. In that sense, 2026 may mark a shift from tolerating legacy UI to finally clearing it out, but the clean-up is still far from complete.
