While major players sell access to hosted AI models, Apple is prioritising control by integrating AI directly into its operating system, signalling a strategic shift in the AI landscape.
Apple’s approach to AI licensing is defined less by model scale than by control. While OpenAI, Google, xAI and Anthropic primarily sell access to hosted systems, Apple is building intelligence into the operating system itself, aiming to keep the user experience under its own command. That distinction matters because it determines who owns the interface, how data moves, and whether a third-party model can ever become the face of the device.
According to Apple’s own support documentation, the company trains its foundation models using licensed third-party material, public internet content and synthetic data, and says it does not use users’ private personal data or their interactions for that purpose. The documents also note that Applebot crawls public web content, while respecting standard robots.txt controls and avoiding pages behind logins or paywalls. That points to a licensing strategy built around selective access rather than broad external dependency.
Apple’s public messaging on its latest foundation model family has also become more precise. At a developer and press briefing reported by MacRumors, Craig Federighi said Apple uses no Gemini models, no Google client-side code and no Google Search infrastructure in the knowledge layer behind its own system. That clarification is important because it shows how carefully Apple is separating any external contribution from the consumer-facing architecture of Apple Intelligence.
Yet the company is not operating in isolation. Reporting from TechSpot, drawing on remarks by Bloomberg’s Mark Gurman, suggests Apple has been using customised versions of Anthropic’s Claude on its own servers for internal engineering and product development. If accurate, that would underline a broader pattern: Apple is willing to use outside frontier models where they help the company build software, but it prefers to host and manage those systems itself rather than surrender the service layer to an external provider.
This is where Apple differs from the mainstream AI business model. OpenAI, Gemini and Grok are sold directly through APIs and subscription tiers, with customers paying for tokens, tools, context and capacity. That structure gives developers flexibility, but it also creates dependence on an outside platform. Apple’s system-model approach does the opposite: it offers developers controlled access through native frameworks, with on-device inference where possible and private server processing where necessary, while keeping the operating system as the primary product.
The trade-offs are clear. Apple gains privacy, predictable costs for developers and continuity across devices. It also retains the right to change providers without changing the interface users see. But that caution slows deployment and constrains capability. Hosted rivals can move faster, update models more freely and serve any platform willing to pay. Apple is trying to avoid that race, even as reports suggest it may increasingly open the door to third-party model choice within its software.
If that happens, the strategic question will not be whether Apple uses more external AI. It will be whether it can keep Siri, system actions, personal context and developer tools feeling native even when the underlying model changes. For Apple, that is the real licence to protect.
