Globe urges faster permits to accelerate telecom expansion in underserved areas

Globe Telecom says quicker local approvals are essential to speeding up cell-site construction and extending network upgrades to communities with poor connectivity.

Globe Telecom has backed moves to speed up permit approvals for telecom projects, arguing that quicker processing can shorten the gap between planning and actual construction. The company said that faster clearances are especially important in underserved areas, where delays can hold back the rollout of new cell sites and network upgrades.

According to the Department of the Interior and Local Government, 12,241 telecom permits and clearances had been approved across 707 cities and municipalities as of September 2026, with reforms such as Executive Order No. 32 helping to simplify the process. Globe said the cooperation of local government units remains critical if operators are to expand coverage more quickly and push connectivity deeper into communities that still lack reliable service.

The telco’s support for reform fits with its broader network strategy. In the first half of 2026, Globe said it spent PHP 26.3 billion on capital expenditure, with 91 per cent directed towards data-related projects. It also deployed 878 new 5G sites and added 80,052 fibre-to-the-home lines, while outdoor 5G coverage passed 98 per cent in Metro Manila and key cities in the Visayas and Mindanao.

That expansion build-out is consistent with comments reported by The Philippine Star in July, when Globe reaffirmed its preference for organic network growth and said it saw network quality as a key competitive advantage. The company’s continued investment suggests it views permitting reform not as a procedural detail, but as a practical lever for widening coverage and improving service quality at scale.
