According to the report, the Ministry of Consumer Affairs is considering penalties for firms that fail to improve grievance handling, a step that would push many companies towards hybrid models combining AI with human support.
The scrutiny comes as businesses in e-commerce, food delivery and online travel have turned to chatbots to cut costs and manage large query volumes. The concern now is that some systems are functioning as a barrier to redress rather than a route to it. India already has consumer rules under the Consumer Protection Act 2019 and the Consumer Protection (E-Commerce) Rules 2020, which require grievance officers and defined complaint timelines, giving regulators a basis for tougher enforcement if support systems prove inadequate.
The move also fits a wider pattern of Indian regulators tightening standards around digital services. The Court of the Chief Commissioner for Persons with Disabilities recently fined 155 establishments, including central ministries and private companies, for failing to meet digital accessibility requirements. In telecoms, the Telecom Regulatory Authority of India has also proposed penalties for complaint redressal lapses, underlining a broader push for more usable and accountable customer-facing systems.
For companies, the practical effect could be higher operating costs if they are required to add human intervention to automated workflows. That would matter most for firms that have built their service model around low-cost automation. Analysts and investors will be watching for formal guidance on how much human oversight regulators expect, and how aggressively penalties will be applied if AI support does not deliver a clear path to resolution.
