In practical terms, that makes outsourcing custom development less of a tactical choice than a financial one for firms trying to preserve capital while they test products and expand capacity.

The pressure is especially acute for startups that are still working towards product-market fit. Recruiting full-time engineers in Los Angeles can take months, and the cost of building a permanent team arrives long before revenue is predictable. That is why many founders and engineering heads prefer to convert fixed payroll into variable project spend.
