The industry group SEMI calls for a strengthened EU Chips Act 2.0, aiming to bolster the entire semiconductor supply chain and accelerate investment and innovation across Europe amidst growing strategic and technological pressures.
SEMI has renewed pressure on European policymakers to use the proposed Chips Act 2.0 to bolster the region’s semiconductor industry, arguing that the next phase of EU policy must support not only chip manufacturing but the wider supply chain that underpins it. In its latest position paper, the trade group said the framework should help attract and retain investment across the full value chain, from design and materials to equipment, fabrication and advanced packaging.
The European Commission’s draft already reflects some of the priorities SEMI and its members have been pushing for, according to the association, but the industry group wants the legislation strengthened further as it moves through the co-legislative process. SEMI said the revised law should make investment decisions faster and more predictable, reduce permitting delays, and give industry a stronger role in governance.
The group’s nine recommendations also call for an expanded First-Of-A-Kind framework covering the entire semiconductor value chain, a more ambitious and balanced EU budget, and action on Europe’s cost disadvantage in chip production. It also wants demand-side measures to be aligned more closely with existing industry structures, together with secure, industry-led supply chain monitoring and stronger skills development.
According to the European Commission, Chips Act 2.0 is intended to reduce strategic dependencies, support the design and production of advanced and mainstream chips in the EU, and reinforce broader technological sovereignty. Brussels has linked the policy to wider digital ambitions, including artificial intelligence, cloud infrastructure, connected vehicles and industrial robotics. SEMI says those objectives will only be credible if the framework delivers speed, investment certainty and support for the entire ecosystem rather than for isolated parts of it.
