Mark Zuckerberg has released a comprehensive 6,500-word essay advocating for broad access to AI technology, proposing a shift towards decentralised development while facing criticism over safety and control concerns amid global regulatory debates.
Mark Zuckerberg has set out a far-reaching case for artificial intelligence, arguing that the technology should be distributed broadly rather than locked inside a handful of dominant firms or governments. In a 6,500-word essay published on Monday, the Meta chief described a future in which individuals each have a highly capable AI agent that can help them learn, build businesses and manage everyday decisions, a vision he cast as a route to wider personal empowerment rather than institutional control.
The manifesto is Zuckerberg’s most detailed public statement yet on AI policy and strategy. He said Meta’s aim is to make advanced models more accessible while avoiding the concentration of power that, in his view, could come from restricting the most capable systems to a small group of companies or states. Axios reported that he also backed free access to AI tools or, where necessary, a low-cost mechanism for computing access, while emphasising that safety and oversight would remain central.
Meta paired the essay with new product announcements. According to the company and Associated Press reporting, it released Muse Glimmer, an open-source AI model that can run on a personal computer, and offered developers access to Muse Spark 1.2. Zuckerberg also repeated Meta’s long-running argument for open-source development, saying that broad access reduces the risk of advanced AI becoming a tool that mainly strengthens existing power centres.
That position has drawn sharp criticism. Anthony Aguirre, president and chief executive of the Future of Life Institute, said in comments reported by the Winnipeg Free Press that Meta and other firms had not shown they could control systems that are rapidly becoming more capable. The Institute has urged governments to slow the pace of advanced AI development, while digital rights advocates argue that open access alone does not guarantee public benefit if the models remain under the practical control of one large company.
Zuckerberg also used the essay to press U.S. policymakers to move faster on infrastructure, including power generation, and to resist limits on “distillation”, a technique in which a smaller model learns from the outputs of a more powerful one. As Reuters-style reporting on the issue has noted, that debate has become more politically charged as Washington weighs how to respond to Chinese AI development and whether U.S. firms should face tighter controls on how model knowledge is shared.
