China proposes export curbs on AI and solar technologies

Beijing’s draft restrictions would cover 40 technologies, including large language models, chip design, solar manufacturing and gene therapy, tightening control over the overseas spread of Chinese expertise.

China is moving to tighten control over the export of a broad range of technologies spanning artificial intelligence, chip design and solar manufacturing, in a sign that Beijing is prepared to use the same kind of industrial leverage that Western governments have long used against it. According to a draft notice from China’s Ministry of Commerce and Ministry of Science and Technology, the country is proposing new restrictions on 40 technologies in total, including 23 tied to AI and a separate tranche linked to photovoltaic production. The draft would place limits on technologies connected with large language models, AI agents, computing clusters and related information processing systems, while making a distinction between proprietary tools and methods already in the public domain. The notice, reported by the South China Morning Post and AP, says technologies released through open-source channels or academic papers would be treated differently, although the scope of that exemption is not yet fully clear. AP said the commerce ministry framed the move as a way to protect national security and prevent misuse of AI. (apnews.com)

The proposal lands at a sensitive moment in the global AI race. Chinese developers have increasingly released open-weight models that can be downloaded and adapted by others, including systems from DeepSeek, Z.ai and Alibaba’s Qwen line. That has helped narrow the gap with leading US labs, even as China remains behind on several frontier metrics. Reuters reported earlier this year that Chinese officials had also been weighing tighter scrutiny of overseas transfers of model weights, training data and other high-value AI assets, suggesting that the latest export-control draft is part of a broader effort to contain the outflow of strategic technology. Solar technology is also in the frame. The draft covers production methods for polysilicon, silicon wafers and certain solar modules, alongside battery-related technologies. AP reported that the measures also touch biomedicine, including cell and gene therapy platforms, underscoring that Beijing is not only reacting to US-led semiconductor restrictions but also trying to define which technologies it considers too sensitive to leave the country. If adopted in its current form, the rules could complicate overseas partnerships, licensing arrangements and the international spread of Chinese industrial know-how, particularly in sectors where Chinese firms already hold major scale advantages.
